In recent weeks, Donald Trump has increased his pressure to bring a quick end to the war brewing between Russia and Ukraine. This war has dragged on for three brutal years. His administration is under increasing pressure to deliver a peace deal within the first months of his term. He has begun to tee up talks between governors from each country.
Just today, Trump has taken to accusing Ukrainian President Volodymyr Zelenskyy of lying. He thinks that Zelenskyy is unrealistic in his expectations for Ukraine’s negotiating leverage in this rapidly evolving war. He stressed the need for Ukraine to enunciate a more realistic narrative. This change is essential for meaningful dialogue to take place regarding lasting peace and stability in the region.
Now, as a sign of his desire for peace on Earth, Trump offered Ukraine a historic security assurance. This measure is meant to prevent similar future incursions from Russia. He focused on global ramifications of the war and proposed using aid to help Ukraine restore and rebuild its devastated infrastructure. The country has suffered terrible destruction and disruption from the ongoing war. Trump cautioned that the settlement would likely require Ukraine to cede control of some territories, at least in the short term. This stipulation would make the negotiations much more contentious.
An apparent frustration with the lack of results from U.S.-led diplomatic efforts has been reflected in Trump’s rhetoric. He was clear that he was unhappy with the way talks have reached an impasse, pointing out that we must come together now to address the ongoing crisis. Under pressure to accelerate the negotiations, Trump dispatched U.S. special envoy Steve Witkoff to Moscow. His intent was to promote conversation between the two camps.
During his discussions with both Ukrainian and Russian leaders, Trump took the unusual step of criticizing Russian President Vladimir Putin directly, particularly in response to Russian military strikes on Kyiv. “I am not happy with the Russian strikes on Kyiv,” he stated, reinforcing his stance on the need for a ceasefire and a return to peaceful negotiations.
For starters, there are at least six especially shocking elements in Trump’s proposed peace plan that have political analysts doing double takes. The most important part of the plan would be for it to accept and recognize Russia’s annexation of Crimea. This would be a seismic change to decades of U.S. foreign policy in the region. Additionally, the proposal involves lifting sanctions imposed on Russia since 2014, which were enacted in response to its aggressive actions towards Ukraine.
In order for the peace agreement to work, according to Trump, Ukraine should cede its aspirations of joining NATO. This shift would dramatically change the strategic calculus in Eastern Europe. This stipulation has raised fears over Ukraine’s long-term security and orientation towards the West.
In doing so, the administration has indicated a break from the classic, U.S.-led peace process. If tangible progress isn’t forthcoming soon, they will give up on these efforts entirely. This would represent a significant break from previous approaches that aimed to maintain the international order against territorial revisionism and military aggression.
In a significant move, Trump signed executive orders in the Oval Office on April 23, 2025, aimed at solidifying his administration’s commitment to these diplomatic efforts. They establish a path for U.S. engagement on peace talks to end the war and lay out parameters for aiding Ukraine.
As Trump continues to navigate this complex geopolitical landscape, many observers remain skeptical about the feasibility of his proposed solutions. International relations scholars are having a furious argument about the possible consequences of accepting Russia’s claims. They are reconsidering NATO’s place in the world as these changes unfold.
