As the U.S. Secretary of State Marco Rubio underscored last weeks importance for this week. It will be very important in the continuing negotiations over the status of the Russia-Ukraine war. On a refueling stop in Shannon, Ireland, on March 12, 2025, Rubio addressed the press. He made clear that the White House is still banking on diplomacy to resolve the war, despite President Donald Trump’s repeated, months-long delays in imposing penalties against Russia.
Rubio’s recent dispassionate, clear-eyed tussle with foreign leaders. Having laid important groundwork with Ukrainian President Volodymyr Zelenskyy in Rome and having taken part in a G7 Foreign Ministers meeting in Canada. He hosted peace discussions with Ukraine in Saudi Arabia. This is yet another indication of U.S. seriousness about seeking a negotiated end to the conflict.
During his time at the dais, Rubio specifically recognized that Trump has “made real progress” toward actually attaining peace. He reiterated how important this week is. It will be critical in determining how the U.S. engages with these negotiations in the future. “Throughout this process, it’s about determining, do both sides really want peace and how close are they or how far apart they are after 90 days of effort here… that’s what we’re trying to determine this week,” Rubio stated.
Despite the optimism surrounding some aspects of the negotiations, Rubio reminded reporters of the delicate balance between diplomacy and sanctions. Yet Blinken warned that the imposition of sanctions might represent a turning away from diplomacy. “The minute you start doing that kind of stuff, you’re walking away from it,” he explained.
Rubio seemed to come away with a sense of cautious optimism about the direction this negotiation might be heading. “There are reasons to be optimistic, but there are reasons to be realistic,” he said. He reiterated that while progress is being made, the situation remains unresolved: “We’re close, but we’re not close enough.”
The White House finds itself at a dangerous turning point in the broader administration strategy for the Russia-Ukraine war. Rubio has said that most important decision will be due shortly. “We cannot continue, as I said, to dedicate time and resources to this effort if it’s not going to come to fruition,” he remarked.
